Bicycle and Pedestrian Advisory Committee
In the fall of 1992, an informal collection of local citizens and business leaders interested in sidewalks and bicycling came together with city and county staff to form the Douglas County Bicycle & Pedestrian Advisory Committee. This group, whose members consist of appointed Citizens for the City and County and staff members was formed due to a region wide Bicycle & Pedestrian Committee sponsored by the Atlanta Regional Commission (ARC). The regional effort was generated as a response to the funding opportunities for bicycle and pedestrian facilities through the 1991 Intermodal Surface Transportation Efficiency Act or ISTEA. This act requires the local Metropolitan Planning Organizations (MPO) to prepare a regional plan as a part of an overall statewide plan.
ARC has requested that local governments prepare and submit local plans for bicycle and pedestrian facilities that include preliminary routes and route classifications, cost estimates, and design criteria. The Douglas County Bicycle and Pedestrian Advisory Committee have assembled just such a plan that was adopted and sent to ARC in 1994. The plan has since been updated several times. The last Bicycle Pedestrian plan was approved by the City Council in 2008. A new Pedestrian Bicycle Connectivity Plan has been prepared by the City’s consultant and is in draft form. The Committee meets once a month. The Committee has bylaws and Bicycle and Pedestrian Plans.
