2016 SPLOST Update
Douglasville/Douglas County voters approved a Special Purpose Local Option Sales Tax (SPLOST) in November of 2016. This 1% additional sales tax has been collected on every purchase within Douglas County. The City of Douglasville received approximately $40 million of the total estimated SPLOST funds raised during it's six year life. The City held a town hall meeting with citizens in May 2016 to find out where they wanted the SPLOST funds allocated.
Below is a list of select projects completed with 2016 SPLOST funds and details on their impact on our community.

Project Breakdowns
Funds from the 2016 SPLOST were dedicated to four major project areas. 45% of funds were dedicated to Transportation/Public Works, 20% of funds were dedicated to Public Safety, 20% of funds were dedicated to Parks & Recreation, and 15% of funds were dedicated to City Facilities.
Transportation/Public Works: 45%
Road resurfacing and improvements were a major priority in the 2016 SPLOST program. During the 6-year period over 34 miles of roads in Douglasville were resurfaced or improved.

These improvements represent only 28% of the 122 miles of City streets located in Douglasville. Resurfacing and improvements are maintenance operations that are required continuously throughout a community to maintain safe and functional roadways.

Public Safety: 20%
Public Safety is always a major priority in the City of Douglasville. A number of projects were identified and completed under the 2016 SPLOST program to support the Douglasville Police Department.
Upgrades and repairs were completed on the Police Department firing range. These repairs and upgrades coincide with a regular maintenance and replacement cycle for the range.
Currently, $4.6 Million in SPLOST funds have been dedicated to support Public Safety improvements and initiatives.
Parks & Recreation: 20%
Douglasville parks have seen major upgrades and renovations completed with 2016 SPLOST funds.
Parks & Recreation spaces and activities represent the pulse of Douglasville. Beautiful and safe parks filled with active citizens, reflect the health and wellness of a community.Over the 6-year period of the 2016 SPLOST, the City has completely rebuilt two neighborhood parks from the ground up. In addition, the groundwork has been laid for a major renovation at one of the communities largest parks. Jessie Davis Park will be completely revitalized as a sports destination and gateway to Douglasville.
Portions of the 2016 SPLOST were also dedicated to the design and implementation of the new Douglasville Town Green.

- Willing Workers Community Club Park Renovations. ($1.87 Million)
- The Hawthorne Community Center and Outdoor Basketball Courts at Jessie Davis Park ($1.4 Million)
- Amphitheatre & Town Green
- Projected to be a $16.3 Million project. With nearly $2 Million coming from 2016 SPLOST funds.

City Facilities: 20%
City facilities represent an important part of how the City of Douglasville serves the community. Major improvements and new construction projects paid for through 2016 SPLOST funds have enabled city employees to deliver even better service to citizens.
Renovations to the Courthouse Square building have provided a safe and accessible space for the City's Public Services Administration Offices. The new facility on Cedar Mountain Road now provides proper space and functionality for the city's sanitation and maintenance vehicles. Renovated facilities at Club Drive now offer sufficient space for Parks & Recreation maintenance operations. Upgrades and renovations at City Hall and the City Hall Annex have addressed long overdue safety and accessibility issues for staff and for the public.

These are just a few of the projects that were desperately needed within the City and the 2016 SPLOST enabled them to be accomplished without requiring a millage rate increase.
Community Impact
- At the end of the collection period, the city anticipates receiving about $40 million from the 2016 SPLOST program.
- In that same period, Douglasville has lowered its overall Millage rate from 8.437 to 8.111
- The SPLOST program has allowed our community to see millions of dollars of major improvements without increasing property taxes.
And that's a cent well spent!
